长江经济带新质生产力发展水平综合评价及障碍因子研究

Comprehensive Evaluation and Obstacle Factor Analysis of Development Level of New Quality Productive Forces in the Yangtze River Economic Belt

摘要 长江经济带高质量发展已进入转型升级的关键阶段,传统生产力难以满足其发展需求,迫切需要以创新驱动的新质生产力重塑经济增长动能结构。选取2012―2022年长江经济带106个地级市的面板数据,采用Dagum基尼系数和障碍度模型对长江经济带各城市的新质生产力进行评价和分析。结果表明:①长江经济带新质生产力蓬勃发展,但未来仍有较大的提升空间,新质生产力发展水平前5位的城市依次为上海、成都、杭州、南京、武汉;②总体基尼系数为0.310~0.379,随时间呈先下降后上升的变化趋势,其中,超变密度差异始终是造成新质生产力总体差异的主要来源;③高技术产业、创新产出、数字化人才、环境治理、新兴产业劳动者数量是长江经济带新质生产力发展的主要障碍因子。针对研究结果,提出了产业发展、区域协调、人才培养与科技研发等方面的建议,以期为区域发展提供依据。 The high-quality development of the Yangtze River Economic Belt has reached a critical stage of transformation and upgrading.However,as traditional productivity faces challenges in meeting development needs,it is urgent to reshape the structure of economic growth momentum with innovation-driven new quality productive forces.Based on panel data of 106 prefecture-level cities in the Yangtze River Economic Belt from 2012 to 2022,this study employed the Dagum Gini coefficient and obstacle degree model to evaluate the new quality productive forces level of cities in the Yangtze River Economic Belt.Results show that new quality productive forces are thriving in the Yangtze River Economic Belt,although significant potential for improvement remains in the future.The top five cities ranked by development level of new quality productive forces are Shanghai,Chengdu,Hangzhou,Nanjing and Wuhan.The overall Gini coefficient ranges from 0.310 to 0.379,exhibiting an initial decline then increase trend over time.Differences of super variable density constituted the primary source of the overall disparity in new quality productive forces.Main obstacles to the development of new quality productive forces include high-tech industries,innovation output,digital talents,environmental governance,and the number of employees in emerging industries in the Yangtze River Economic Belt.Suggestions were proposed on industrial development,regional coordination,talent cultivation,and scientific and technological research and development,aiming to offer guidance for regional development.
