摘要
社区工作者能力建设是基层治理现代化的关键环节。本研究以行动研究为方法论,整合情境学习、中介工具与反思性实践理论,构建“情境—干预—反思”三维模型,针对应急管理、资源整合、沟通能力开展三轮独立专项培训,实现岗位能力短板突破。研究发现:基于现实场景的模拟实践可促进隐性经验转化,结构化工具支持能有效降低实践复杂性,而“自主反思—集体研讨—专业指导”的多层反馈机制则为能力持续发展提供动力。研究从价值重塑、方法创新、制度保障和生态演进四重维度建构社区工作者能力发展体系,为基层工作者继续教育提供了从认知重构到生态培育的系统化解决方案,为干部继续教育培训体系优化提供兼具理论创新性与实践操作性的双重参考。
The capacity building of community workers serves as a critical link in the modernization of grassroots governance.Adopting action research as methodology,this study integrates theories of situated learning,mediating tools and reflective practice to construct a three-dimensional"situation-intervention-reflection"model,which implements three rounds of independent specialized training focusing on emergency management,resource integration,and communication skills,achieving breakthroughs in addressing competency gaps.The findings reveal that(1)scenario-based simulation practices facilitate the transformation of tacit experience,(2)structured tool support effectively reduces practical complexity,and(3)the multi-level feedback mechanism integrating"self-reflection,collective discussion,and professional guidance"provides sustained momentum for competency development.The study establishes a capacity development system for community workers through four dimensions:value reconstruction,methodological innovation,institutional guarantee and ecological evolution.It offers a systematic solution spanning from cognitive restructuring to ecological cultivation for continuing education of grassroots workers,while providing dual reference with both theoretical innovation and practical operability for optimizing the continuing education and training system for public officials.
