摘要
国家大数据综合试验区能够通过数据资源的汇聚、流动、共享,发挥串联和赋能作用,推动科技、资金、产业、人才协同发展。基于2008—2021年281个城市的面板数据,采用双重差分法考察国家大数据综合试验区对我国现代化产业体系要素协同发展的影响。研究发现:国家大数据综合试验区显著促进了我国现代化产业体系要素协同发展,且在金融高地、创新洼地、数字基础设施发达的城市影响更明显;人才集聚和企业集聚是重要的中介机制。空间分析表明,国家大数据综合试验区对现代化产业体系要素协同发展的影响仅有本地效应,空间溢出效应不明显。因此,应加速国家大数据综合试验区建设,完善数字化人才引培和企业支持体系,促进数据跨区域流动与配置,推动现代化产业体系提质增效。
Through the aggregation,flow and sharing of data resources,the national big data comprehensive pilot zones can play a tandem and enabling role to promote the coordinated development of science and technology,capital,industry and talents.Based on the panel data of 281 cities from 2008 to 2021,the difference-in-difference method is used to investigate the impact of national big data comprehensive pilot zones on the coordinated development of elements of China’s modern industrial system.The results show that the national big data comprehensive pilot zones has significantly promoted the coordinated development of elements of China’s modern industrial system,and has a more obvious impact in cities with financial highlands,innovation depressions and developed digital infrastructure.Digital talent agglomeration and enterprise agglomeration are important intermediary mechanisms.The spatial analysis shows that the impact of the national big data comprehensive pilot zones on the coordinated development of elements of the modern industrial system is only local,and the spatial spillover effect is not obvious.Therefore,it is necessary to accelerate the construction of national big data comprehensive pilot zones,enhance the system for attracting,cultivating digital talents and providing support to enterprises,promote the cross-regional flow and allocation of data,and promote the quality and efficiency of the modern industrial system.
