摘要
从资源编排视角构建数字技术、新质生产力与公共文化服务高质量发展的逻辑链条,可为公共数字文化服务建设提供参考。研究基于2011—2020年西部地区12省份数据,利用熵权TOPSIS测度其公共文化服务绩效,再通过Tobit模型与中介效应模型进一步检验三者间关系。研究发现,西部公共文化服务绩效经历了“差—中—良”发展过程,供给水平、财政投入与技术支持是推动其绩效提升的主要动力。数字技术对公共文化服务高质量发展有显著正向影响,且新质生产力是重要传导路径。因此,需加强数字文化确权法律保障,健全监督评估机制,补足行政村数字基建,借新质生产力创新服务模式。
Constructing a logical chain linking digital technology,new quality productive forces,and the high-quality development of public cultural services from the perspective of resource orchestration can offer valuable references for the development of public digital cultural services.Based on data from 12 provinces in western China from 2011 to 2020,the study employs the entropy-weighted TOPSIS method to measure the performance of public cultural services,and further examines the relationships among the three variables using a Tobit model and a mediation effect model.The findings reveal that public cultural service performance in the western region has progressed through a developmental trajectory of"poor-medium-good",with supply levels,fiscal investment,and technical support identified as the main driving forces behind performance improvement.Digital technology has a significant positive impact on the high-quality development of public cultural services,with new quality productive forces serving as a key transmission mechanism.Accordingly,it is necessary to strengthen legal protections for digital cultural rights,improve supervision and evaluation mechanisms,enhance digital infrastructure in administrative villages,and leverage new quality productive forces to innovate service delivery models.
