摘要
安全观察作为一种主动预防性的管理工具,能够系统性地识别不安全行为与状态,显著提升安全管理效能。在介绍安全观察理论基础与核心要素的基础上,指出了安全观察在加油站和石油库的应用场景及观察重点,分析了安全观察目前面临的观察质量参差不齐、沟通反馈效果不佳、数据利用不充分、员工参与度不高、资源投入与持续性不够等挑战,并提出了针对性的改进措施,为成品油销售企业油气安全管理工作带来参考和借鉴。
As a proactive preventive management tool,safety observation can systematically identify unsafe behaviors and conditions,significantly enhance safety management effectiveness.Based on an introduction to the theoretical foundations and core elements of safety observation,its application scenarios and key observation points in gas stations and oil depots were high-lighted.The current challenges,including inconsistent observation quality,ineffective communication feed-back,insufficient data utilization,low employee participation,and inadequate resource investment and sustainability,were analyzed.Corresponding improvement measures were proposed to provide reference for oil products sales enterprises in oil and gas safety management.
