黑龙江省文化产业和旅游产业“走出去”战略研究

A Study on the“Going Global”Strategy of Heilongjiang’s Cultural and Tourism Industries

摘要 在文化强国和旅游强国战略引领下,黑龙江省文化与旅游产业“走出去”已成为推动区域对外开放与文化传播能力提升的重要路径。本文立足黑龙江省地缘区位、资源禀赋与发展现状,系统分析了其文旅国际化面临的机遇与挑战,梳理制约其走出去的核心瓶颈,力图为黑龙江省构建具有全球影响力的文旅“出海”体系提供理论支撑与实践参考。研究结论指出,应通过制度创新、内容整合、传播优化与人才保障多维协同,逐步构建多元共建、体系驱动、融合推进的国际文旅发展模式,为东北全面振兴和中国边疆文化国际传播探索可行路径与典型范式。 Under the strategic guidance of building China into a cultural and tourism power,the“Going Global”initiative of Heilongjiang’s cultural and tourism industries has become a vital pathway for enhancing regional openness and international communication capacity.This paper,based on the province’s geographic advantages,resource endowment and development status,systematically analyzes the opportunities and challenges of internationalizing Heilongjiang’s cultural and tourism sectors.It identifies key bottlenecks restricting outbound development and aims to provide both theoretical grounding and practical reference for establishing a globally influential cultural and tourism framework.The study concludes that Heilongjiang should advance institutional innovation,content integration,communication strategies and talent development through multi-dimensional coordination,thereby building a collaborative,systematic and integrated model of international cultural and tourism development.This approach offers feasible pathways and exemplary cases for Northeast China’s revitalization and the international dissemination of frontier regional culture.
