基于改进模糊物元分析法的军队工程项目预算绩效评价

摘要 针对当前军队工程项目预算绩效评价方法简单粗放,科学性、合理性有待提高的问题,提出了一种新的预算绩效评价模型,并进行了实证分析。该模型从决策、执行、产出、效益四个方面设定绩效评价指标,利用层次分析法确定工程项目绩效评价中各指标的权重,并利用模糊物元分析法对各指标进行量化打分、评定等级,在此基础上针对军队工程项目的特殊性,通过变权均衡函数对分数极低指标权重进行修正和改进,提高分数极低状态下指标的权重。 Predominant reliance on the oversimplified and less sophisticated budget performance evalua-tion method in the current military engineering projects necessitates the scientific and rational improve-ment.A new model was proposed and valiated.The model set performance evaluation indicators mo-del from four aspects:decision,execution,output,and benefits.The Analytic Hierarchy process was used to determine the weights of each indicator in the performance evaluation of engineering projects,and fuzzy matter element analysis was used to quantitatively score and evaluate each indicator.Given the inherent specificity of military engineering projects,the weights of extremely low score value indi-cators were modified and improved through a variable weight equilibrium function,to increase the weights.
