摘要
为落实国家物流发展规划,依托京津冀城市群交通枢纽的物流能力和战略意义,本文基于轴辐理论构建了以北京大兴国际机场和天津港两个流通口岸为双轴心、国家骨干冷链物流基地为轴点、冷链产品需求点为辐点的京津冀城市群双轴心轴辐式冷链物流网络。结合京津冀地区主要城市的冷链产品需求水平、冷链产品产出水平和冷链物流资源水平,运用主成分分析法优化京津冀城市群国家骨干冷链物流基地选址。综合考虑冷链产品在国家骨干冷链物流基地的集聚和转运、公铁联运、碳排放等问题,建立了运输、转运和碳排放社会成本最小化的多目标路径优化模型,并运用遗传算法进行求解。结果表明:优化后总成本降低了52.83%,对应的运输成本、CO_(2)排放社会成本和转运成本分别降低了56.33%、37.16%和10.74%,CO_(2)排放量降低了37.38%,优化效果显著。
To implement the national logistics development plan,relying on the logistics capabilities and strategic significance of the transportation hub of the Beijing-Tianjin-Hebei urban agglomeration,this paper,based on the hub-and-spoke theory,constructs a dual-axes hub-and-spoke cold chain logistics network for the Beijing-Tianjin-Hebei urban agglomeration,with Beijing Daxing International Airport and Tianjin Port as the dual-axes,national backbone cold chain logistics bases as the hubs,and cold chain product demand points as the spokes.Then,takes into account the cold chain product demand levels,cold chain product output levels,and cold chain logistics resource levels of major cities in the Beijing-Tianjin-Hebei region,uses principal component analysis to optimize the site selection of the national backbone cold chain logistics bases in the Beijing-Tianjin-Hebei urban agglomeration.Considering issues such as the aggregation and transfer of cold chain products,rail-road intermodal transportation,and carbon emissions at the national backbone cold chain logistics bases,establishes a multi-objective path optimization model that minimizes transportation,transshipment,and carbon emission costs,and solves the model using a genetic algorithm.The results show that the optimization reduces the total cost by 52.83%,also reduces the transportation cost,CO_(2)emission cost,and transshipment cost by 56.33%,37.16%,and 10.74%,respectively,and lowers CO_(2)emissions by 37.38%,the optimization effects are significant.
