摘要
在“体育强国建设”的时代背景下,高校公共体育政策在服务学生群体与满足国家体育战略的价值日益凸显,但在其功能上存在公共体育供给需求错位的情况。基于此,本研究采用文献资料法、数理统计法,对自新中国成立后颁布体育高校体育的政策文本进行梳理与分析,以主体立意、颁布主体、政策内容为切入点,分析了新中国成立以来高校公共体育政策发展演进脉络与所存在的现实问题。研究发现我国高校公共体育政策发展呈现“三个阶段”“四个特征”“三个问题”。根据回溯政策文本内容所关注的内容范畴、价值取向、时间进程,将高校公共体育政策演进脉络划分为三个阶段,分别为:1949—1978年:以身体为中心的体育课程建设政策,1978—2012年:以身心为中心的体育健康教育政策,2012—至今:以育人为中心的体育思政再造政策。在政策发展演进中,归纳总结出四个特征:(1)政策理念牢固树立“健康”为首要任务;(2)颁政主体由“政府主导”到“多部委”联合决策,(3)执政主体由“单一”到“多元”发展;(4)政策内容由“碎片化”向“系统化”。由此分析得出高校公共体育政策在七十多年的发展中存在三个主要问题,政策导向下公共体育评价指标不完善、政策执行中相关主体工作机制不健全、政策落实中各地方硬件设施参差不齐。
In the context of the era of"building a sports power",the value of public sports policy in colleges and universities in serving students and satisfying the national sports strategy is becoming increasingly prominent,but there is a mismatch in the supply and demand of public sports in its function.Based on this,this study uses the literature method and mathematical statistics method to sort out and analyze the policy texts of college sports promulgated since the founding of the People's Republic of China,and analyzes the development and evolution of public sports policies in colleges and universities since the founding of the People's Republic of China.It is found that the development of public sports policy in Chinese colleges and universities presents"three stages","four characteristics"and"three problems".According to the content scope,value orientation and time process of the retrospective policy text,the evolution of public sports policy in colleges and universities is divided into three stages,namely:1949-1978:body-centered physical education curriculum construction policy,1978-2012:physical health education policy centered on body and mind,and 2012-present:sports ideological and political reengineering policy centered on education.In the evolution of policy development,four characteristics are summarized:first,the policy concept firmly establishes"health"as the primary task;second,the main body of government issuance has changed from"government-led"to"multi-ministry"joint decision-making,and third,the governing body has developed from"single"to"pluralistic";Fourth,the content of policies has shifted from"fragmentation"to"systematization".Based on this analysis,it is concluded that there are three main problems in the development of public sports policy in colleges and universities for more than 70 years,namely,the imperfect evaluation index of public sports under the guidance of the policy,the imperfect working mechanism of relevant subjects in the implementation of the policy,and the uneven hardware facilities in various places in the implementation of the policy.
