云模型在民航管制员综合能力评价中的应用

Utilizing cloud model for comprehensive capability evaluation of civil aviation controllers

摘要 针对民航管制员综合能力量化评价存在片面性的现状,建立了一套民航管制员队伍综合能力评价的指标体系。通过工作分析和文献归纳两种方式,初步提取可以反映管制员综合能力的指标,采用社会网络分析方法进一步剔除影响程度较小的指标,根据指标层中各个指标的中心度计算指标的权重。基于“冰山模型”提出由知识、技能、角色认知和特质动机四个维度构成的准则层,进一步构建民航管制员综合能力评估指标体系。使用云模型的方法进行实例的确定度计算及综合评价。结果表明:在民航管制员工作中评估决策能力和预案统筹能力有着较高的重要性;发现在技能方面存在薄弱环节,尤其是语言表达能力、资源配置能力和抗压抗扰能力,需要在以后的培训和管制工作中加强管制技能的学习和规范化,以提高管制效能。预测管制员队伍能力和发现在某方面存在的不足,有利于科学地进行培训并提高管制员的管制效能。 To address the existing issue of one-sided quantitative evaluation of civil aviation controllers'comprehensive abilities,this paper establishes an index system for evaluating the overall capabilities of the civil aviation controller team.Initially,indicators that reflect the comprehensive abilities of controllers are extracted through work analysis and literature review.The social network analysis method is then employed to further eliminate less influential indicators.Subsequently,the weights of the remaining indicators are calculated based on their centrality within the index layer.Social network analysis,originally developed for studying social relationships,has now become a widely used method for analyzing and discussing network structures,individual member attributes,and the overall characteristics of a network.The analysis of individual network attributes includes measures such as proximity centrality and degree centrality.Meanwhile,the analysis of overall network attributes involves examining aspects like small group dynamics,the small-world effect,and cohesive subgroups.Based on the"iceberg model",this paper proposes a criterion layer composed of four dimensions:knowledge,skills,role cognition,and trait motivation.This forms the foundation for constructing a comprehensive ability evaluation index system for civil aviation controllers.The determination degree and comprehensive evaluation of the examples are then calculated using the cloud model method.The cloud model,introduced by Academician Li Deyi in 1995,is a concept designed to handle the uncertainty in converting qualitative concepts into quantitative descriptions.The cloud model has been widely applied in fields such as decision evaluation,data mining,intelligent control,and natural language processing.Its key advantage lies in making evaluation results more intuitive and accurate.The results of this study indicate that,in the work of civil aviation controllers,decision-making ability and contingency planning are of relatively high importance.Additionally,the analysis reveals weaknesses in the skills dimension—particularly in language expression,resource allocation,and stress and interference resistance.These areas should be prioritized in future training and operational practices to enhance overall control efficiency.By predicting the capabilities of the controller team and identifying specific areas of deficiency,this approach supports the implementation of targeted,science-based training strategies.This,in turn,contributes to enhancing the overall control efficiency of civil aviation controllers.
