摘要
基层工作是党的群众工作,也是党的社会工作。党建引领基层治理的本质是政党再社会化,通过政党与社会关系的调整,强化党对社会的领导。党建引领基层治理只有回归到马克思主义政党社会学才能找到理论依据。马克思主义政党社会学认为,社会决定政党、政党对社会具有能动作用和改造社会的使命。党建引领基层治理强调政党联系社会、政党领导社会以及政党改造社会,它与马克思主义政党社会学的核心命题遥相呼应。具体而言,党建引领基层治理不仅是对长期以来基层社会治理问题的回应,也是马克思主义政党与社会关系内在规定性的现实反映。政党再社会化通过中国共产党再次深入联系社会,重申领导权和改造社会,其重构了党与社会的关系,形成了不同于一体化模式、间接治理模式的党建引领范式。
Grassroots work is the Party's mass work as well as its social work.The essence of grassroots governance led by party building is the resocialization of political parties,that is,strengthening the party's leadership over society through the adjustment of the relationship between political parties and society.Only by returning to Marxist party sociology can we find the theoretical basis for party building leading grassroots governance,Marxist party sociology believes that:political parties are determined by society;political parties have an active role in society and have the mission to transform society.Party building leading grassroots governance emphasizes the connection of the party with society,the leadership of the party over society,and the transformation of society by the party,which echoes the core propositions of Marxist party sociology.Specifically,the leadership of party building in grassroots governance is not only a response to the longstanding issues of grassroots social governance,but also a realistic reflection of the inherent normativity of the relationship between Marxist parties and society.The resocialization of political parties is to connect with the society again,reaffirm the leadership and transform the society through the Communist Party of China,which reconstructs the relationship between the party and society as well as forming a leading paradigm of party building that is different from the integrated model and indirect governance model.
