摘要
珠三角地区经济发展水平全国领先,土地资源普遍短缺,盘活存量土地资源将是未来实现经济转型发展、保障经济发展空间需求的重要路径。本文总结了存量集体建设用地盘活利用的政策脉络,梳理了珠三角地区存量集体建设用地的特点和盘活成效,对其土地盘活利用存在的新老问题进行了分析。研究表明,珠三角地区存量集体建设用地的布局与经济发展需求不匹配,且历史遗留问题较多,盘活难度较大。加之集体经济组织观念滞后,管理机制不健全,盘活方向和力度容易产生偏差。最后基于其经济社会发展的历史和现状,从土地更连片、产权更清晰、利用效率更高、监管更全面的角度提出以下政策建议:结合国土空间规划编制,统筹集体建设用地盘活利用;总结地方实践经验,分类、分步解决历史遗留问题;坚持政策底线,灵活发挥各类政策工具的最大效应;健全集体建设用地监管制度,维护市场主体合法权益。
The economic development level of the Pearl River Delta region is leading in the whole country,and there is a general shortage of land resources.Revitalizing existing land resources will be an important path for achieving economic transformation and ensuring spatial demand in the future.This article summarizes the policy framework for the revitalization and utilization of existing collective construction land,reviews the characteristics and revitalization effects of existing collective construction land in the Pearl River Delta region,and analyzes the new and old problems in the revitalization and utilization.The results indicate that the layout of existing collective construction land in the Pearl River Delta region does not match the needs of economic development,and there are many historical legacy issues,which make it difficult to revitalize.In addition,the outdated concept and inadequate management mechanism of the collective economic organizations can easily lead to deviations in the direction and intensity of revitalization.Finally,based on its social and economic development history and current situation,this article proposes the policy recommendations from the perspectives of more contiguous land,clearer property rights,higher utilization efficiency,and more comprehensive supervision,which include coordinating the revitalization and utilization of collective construction land combining territorial spatial planning,solving historical legacy problems in a classified and step-by-step manner on the basis of summarizing local practical experience,persisting in the policy bottom line and flexibly leveraging the maximum effect of various policy tools,summarizing local practical experience to play the maximum effects of various policy tools,improving the supervisory system for collective construction land and safeguarding the legitimate interests of market entities.
