摘要
中国汽车试验方法标准在支撑产业规模化发展和技术初期转型方面取得历史性成就,构建起覆盖传统安全、新能源与智能网联三大领域的框架基础。面对汽车产业向电动化、智能化深度变革的关键转型期,在标准供给敏捷性、跨域协调效能及国际规则话语权层面面临系统性挑战。为此,提出通过构建动态技术响应机制加速新兴领域标准布局,强化多部门协同治理破解标准实施壁垒,深化国际标准实质性参与并推动中国技术方案全球化应用,同步夯实人才培育与检测基础设施支撑能力,最终将市场规模优势转化为标准制度优势,为汽车强国建设提供具有前瞻引性和领性的标准保障。
China's automotive inspection standard has achieved historic milestones in supporting industrial scaling and initial technological transformation,establishing a framework that encompasses traditional safety,new energy vehicles,and intelligent connectivity.Yet during the pivotal shift toward electrification and intelligent transformation,the system confronts systemic challenges in agilityof standard supply,effectiveness of cross-domain coordination,and global influence in rulemaking.This paper proposes acceleratingthe deployment of standards for emerging fields through dynamic response mechanisms,strengthening multi-departmental governanceto resolve implementation barriers,and deepening substantive participation in international standardization to globalize Chinese technical solutions.Concurrently,talent cultivation and inspection infrastructure must be reinforced.By transforming market scale advantagesinto standard-setting leadership,this approach will provide forward-looking institutional safeguards for advancing China's national automotive power strategy.
