摘要
持续优化营商环境,助力民营经济高质量发展,必须处理好政府与市场的关系。实证检验政府干预和市场开放分别对民营企业绩效的影响发现,政府干预会显著拉低民营企业经营业绩,市场开放则会促进民营企业的绩效。机制检验表明,政府干预通过显著增加民营企业的交易成本和税收负担来降低绩效水平,市场开放则通过缓解融资约束、降低经营成本来提高企业绩效;调节效应分析发现,社会舆论监督可以减弱政府干预对民营企业绩效的抑制作用,城市人力资本水平则能有效加强市场开放对民营企业绩效的促进作用,且政府干预和市场开放之间具有替代效应。
To continuously optimize the business environment and boost the high-quality development of the private enterprises,it is essential to properly deal with the relationship between the government and the market.Empirical tests of the effects of government intervention and market opening on the performance of private enterprises respectively indicates that government intervention significantly lowers the business performance of private enterprises,while market opening promotes the performance of private enterprises.Mechanism test shows that government intervention reduces the performance level by significantly increasing the transaction cost and tax burden of private enterprises,while market opening improves enterprise performance by alleviating the financing constraints and reducing the operating costs;the analysis of the moderating effect reveals that public opinion supervision has a negative moderating effect in the process of government intervention to reduce the performance of private enterprises,and the level of human capital of the city effectively strengthens the market openness to the performance of private enterprises.In the analysis of the moderating effect,it is found that social opinion supervision has a negative moderating effect in the process of government intervention to reduce the performance of private enterprises,the level of urban human capital can effectively strengthen the promotion effect of market opening on private enterprise performance and market openness has a substitution effect between the government intervention and market openness.
