政策组合何以提高安全生产治理绩效?——基于长时段数据的动态QCA分析

How Can Policy Mix Improve the Performance of Safety Production Governance?Dynamic QCA Analysis Based on Long Time Period Data

摘要 在复杂多变的社会经济环境下,如何动态调整政策工具组合以应对不断演变的安全生产需求,成为亟待解决的问题。为此,基于政策组合理论和动态组态视角搭建研究框架,选取2006—2022年间中国30个省级政府的安全生产政策,运用动态QCA方法探索提升安全生产治理绩效的政策工具组态及运动轨迹。研究发现:(1)单个政策工具并不构成高治理绩效的必要条件;(2)安全生产治理大致存在起始规划期、全面提升期和法制完善期三个阶段,起始规划期的“经济支撑型”“机制中心型”“监督主导型”“经济主导辅以宣传共治型”4种路径、全面提升期的“均衡布局型”“共治核心型”2种路径以及法制完善期的“经济支持型”“机制辅助型”2种路径,均能提高治理绩效;(3)核心政策工具并不呈现主导轨迹,而是形成了“启动引导型”“基础构建型”“承上启下型”及“递进核心型”4种转折轨迹。 Under the complex and changing socio-economic environment,how to dynamically adjust the policy tool mix to respond to the evolving needs of work safety has become an urgent issue.To this end,we build a research framework based on the policy portfolio theory and the dynamic grouping perspective,and select the production safety policies of 30 provincial governments in China between 2006 and 2022,and use the dynamic QCA method to explore the grouping and trajectory of policy tools to enhance the performance of production safety governance.The study finds that:(1)individual policy tools do not constitute a necessary condition for high governance performance;(2)there are three phases of work safety governance:the initial planning period,the comprehensive improvement period,and the legal system improvement period.The four paths of"economic support type","mechanism-centered type","supervision-led type"and"economic-led type supplemented by publicity and common governance"in the initial planning period,and the"balanced layout type"and"common governance-centered type"in the comprehensive upgrading period.and"economic supportive legal improvement"and"mechanism-assisted legal improvement"in the legal improvement period can all improve governance performance;(3)The core policy tools do not show a dominant trajectory,but rather form the four paths of"initiating and guiding""foundation building""carrying on and starting"and"progressive core".
