摘要
结合生态环境部提出的区域再生水循环利用体系建设方案,以黄河流域典型缺水城市兰州新区为例,系统梳理了兰州新区开展再生水循环利用的基础条件和主要制约因素,从再生水利用规划布局、拓展再生水回用途径、加强再生水监测监管和完善再生水循环利用激励机制等方面提出了优化策略,以期能够提高兰州新区再生水循环利用率,从而缓解该地区水资源的供需矛盾,改善水生态环境质量,同时也为其他典型水资源短缺城市提供借鉴和示范。
According to the construction plan of regional reclaimed water recycling system proposed by the Ministry of Ecology and Environment,this paper takes Lanzhou New Area,a typical water-scarce city in the Yellow River basin,as an example,systematically reviews the basic conditions and main limiting factors of developing reclaimed water utilization,and proposes optimizing strategies from the aspects of planning layout of reclaimed water utilization,expanding reclaimed water reuse channels,strengthening monitoring and supervision of reclaimed water,and improving the incentive mechanism of reclaimed water recyling,so as to improve the utilization rate of reclaimed water in Lanzhou New Area,alleviate the contradiction between supply and demand of water resources in this region,and improve the quality of water ecological environment.At the same time,it can provide reference and demonstration for other typical water-scarce cities.
