摘要
20世纪90年代农村妇女发展项目以“参与式农村评估”、“参与式农村监测与评估”、“可持续发展”、“社会性别分析框架”和“赋权妇女”为特点,接续20世纪50年代以来中国共产党领导下的妇女工作机制,以妇女的实用性需求为切入点,以妇女为主体,在贫困乡村展开各类干预性行动。本文以高小贤领导的陕西妇女理论婚姻家庭研究会主持的“丹凤项目”为个案,分析呈现项目过程如何为妇女赋权、提升妇女能力与自信心;以及培育妇女社会组织、推动妇女参与社区治理,提高妇女在乡村社区中的地位与威望,以挑战传统性别观念,追求妇女与乡村的可持续发展。本文以高小贤为方法,贴着高小贤的思想历程,呈现高小贤对于20世纪90年代农村妇女发展项目的中国经验的认知调整的历史过程及其本土实践的思想史意义,揭示“妇女/性别与发展”作为中国经验之理论总结的具体内涵及其现实意义。
Projects that were designed to promote rural women's development in the 1990s were largely fllowing the orientation of"participatory rural appraisal(PRA)","participatory rural monitoring and evaluation(PME)","sustainable development","gender-analysis framework"and""women's empowerment".They were carried out within an institutional mechanism that had been developed by the Chinese Communist Party to work with women since the 1950s.This type of projects has since been absorbed into the state structure through the mechanism to intervene in the life of poor villages with a focus on women and their needs.The project in Danfeng is a telling example where the focus is on women's empowerment,raising women's capacity and confidence through fostering women's organizing to challenge traditional biases,and increasing women's status and participation in community administration and sustainable development in the countryside.The Shannxi Research Association for Women and Family led by Gao Xiaoxian operated the Danfeng project.This article traces her ideas through the Danfeng case to identify the history of ideas that guided the Chinese experience with projects to promote rural women's development.The Danfeng case reveals that"women/gender and development"as a concept encapsulates the gist of a theoretical summary of Chinese experience and its significance.
