摘要
海洋渔业作为海洋经济的关键组成部分,对于确保国家粮食安全、推动国民经济的发展以及维护社会就业稳定等方面发挥着至关重要的作用。随着捕捞力度和频率的提高,捕捞过度的后果日渐凸显。辽宁省作为我国海洋渔业大省,为降低海洋捕捞扩张强度,政府实施了海洋捕捞渔民减船转产政策,近年来取得了一系列成效,但转产转业政策执行中,在转产补贴发放、就业渠道、配套设施等对渔民的权益保障方面仍存在不足。本文从健全补贴发放体系、拓宽转产就业途径、完善转产配套机制,完善海洋渔业绿色可持续发展体系几个方面探索解决路径,为辽宁省海洋渔业经济高质量发展提供科学的决策参考。
Marine fisheries,as a pivotal component of the ocean economy,play a crucial role in ensuring national food security,driving national economic development,and maintaining social employment stability.As fishing intensity and frequency increase,the consequences of overfishing have become increasingly evident.As a major marine fisheries province in China,Liaoning Province has implemented the policy of“vessel reduction and livelihood transition”for marine fishermen to mitigate the expansion of marine fishing.While significant achievements have been made in recent years,deficiencies persist in safeguarding fishermen’s rights and interests during policy implementation,particularly in areas such as subsidy distribution,employment channels,and support mechanisms.This paper explores solutions from multiple perspectives:refining the subsidy distribution system,broadening pathways for livelihood transition,improving supporting mechanisms,and establishing a green and sustainable development system for marine fisheries.The aim is to provide scientific decision-making references for the high-quality development of Liaoning’s marine fisheries economy.
