摘要
对档案开放率的计算,以往大都是按当年馆藏档案开放总量除以当年馆藏总量,其得出的档案开放率大大低于国外档案开放率,但这一“算法”并不能真实反映我国馆藏档案开放率。本文引入“到期档案开放率”的概念,通过对我国综合档案馆的馆藏实际到期档案开放统计数据分析,得出2011-2022年实际到期档案开放率平均为84.82%~88.57%,并不比国外低。建议在研究档案开放问题时采用实际到期档案开放率作为评价指标,使得档案开放率的统计计算更加客观并符合实际。
In the past,the calculation of the Archives opening rate was mostly based on dividing the total number of Archives opened by the total number of Archives in that year.The resulting Archives opening rate was much lower than the foreign Archives opening rate,but this'algorithm'is not true.Reflects the opening rate of my country's collections and Archives.The concept of'opening rate of expired files was introduced,and through analysis of the actual opening rate of expired Archives in my country's comprehensive Archives,it was concluded that the average opening rate of actual expired Archives from 2011 to 2022 was 84.82%-88.57%.It is not lower than abroad.It is recommended to use the actual expiration file opening rate inst ead when studying the file opening issue.
