摘要
本研究关注农村生活变迁造就的治理情境,基于“制度-生活”视角构建制度与生活互动的经验分析框架,并用其解读农村人居环境整治现象,发现公共空间价值规范变动、私人空间生活方式变迁、半公共空间行动负外部性,引出农村生活变迁的多元问题。作为治理对象的生活具有系统性、日常性和场景性,制度治理生活问题和塑造生活秩序需要契合生活属性。制度治理生活的关键是构建层级组织转换治理架构,提升生活权威性资源、配置性资源和话语资源的运用效能。基于成都市典型案例梳理,发现构建乡镇主体的制度架构,推动制度认证治理生活,引导生活转换融入制度,既增强了制度的亲近性和渗透力,还调控了生活主体行动和认知,能实现制度与生活有效转换。
This study focuses on the governance context shaped by changes in rural life.It constructs an empirical analysis framework based on the"institution-life"perspective to examine the interaction between institutions and life.This framework is applied to interpret the phenomenon of rural living environment remediation,revealing changes in the normative values of public space,shifts in lifestyles within private spaces,and the negative externalities of actions in semi-public spaces,thereby highlighting the multifaceted issues arising from changes in rural life.As the subject of governance,life is systematic,daily and scenario-based,and the institutional governance needs to fit the attributes of life in order to govern life and shape the order of life.The key to institutional governance of life is to build a hierarchical organization to transform the governance structure,and to improve the effectiveness of authoritative,configurative and discursive resources of life.Based on a typical case study in Chengdu,it was found that establishing an institutional framework centered around townships,promoting the governance of life through institutional accreditation,and guiding the integration of life transformations into the system not only enhanced the familiarity and penetration of the institutions but also regulated the actions and perceptions of the subjects of life,enabling an effective conversion between the institutions and daily life.
