摘要
“高效办成一件事”作为一项探索性改革,从个人和法人全生命周期需求出发,将一系列政府相关行政权力事项整合起来,形成了“一件事”的新概念,从而尝试性弥合了“事”与“权”的分离,为理论探讨和实践发展提供了一种新的思路。对宁夏纵向三级政府改革案例的分析发现,“高效办成一件事”的改革过程中,“高配”的议事协调机构形成了组织保障,“上联下通”的全区一体化政务服务平台形成了处理跨部门跨层级问题的技术保障,省级政府清晰化的任务目标形成了“一件事”场景持续拓展的动力保障。面对改革中围绕“权”和“事”产生的两类问题,未来需要继续完善改革的法制基础、优化体制机制的顶层设计、发挥权责清单的联动作用、释放技术平台的数据潜能,从而更好地实现“事”与“权”的整合,打造蕴含中国政府职责体系特色的“整体性政府”。
As an exploratory reform,‘Efficiently Accomplish One Thing'integrates a series of government related administrative power matters based on the needs of individuals and legal persons throughout their entire life cycle,forming a new concept of one thing'and attempting to bridge the relationship between‘thing'and power',providing a new approach for theoretical exploration and practical development.The analysis of the vertical three-level government reform case in Ningxia found that in the process of‘Efficiently Accomplish One Thing'reform,the‘high-level'deliberation and coordination institutions have formed organizational guarantees,the‘top-down and bottom-up'integrated government service platform has formed a platform guarantee for handling technical issues,and the clear task objectives of provincial governments have formed the driving force guarantee for the continuous expansion of the'one thing'scenario.In the face of the two types of problems arising from"power"and"thing"in the reform,it is necessary to continue to improve the legal foundation of the reform,optimize the top-level design of the institutional mechanism,leverage the linkage effect of the power and responsibility list,and unleash the data potential of the technology platform in order to better integrate'thing'and'power'and create a‘holistic government'that embodies the characteristics of the Chinese government's responsibility system.
