成渝铁路成都至隆昌段扩能改造建设方案研究 被引量:1

Study on the Construction Scheme of Capacity Expansion and Reconstruction of Chengdu-Longchang Section in Chengdu-Chongqing Railway

摘要 成渝铁路作为西部陆海新通道重要组成部分,本线至钦州港方向货运密度迅速提高,为解决既有线运输能力难以持续高效承担大体量货物运输任务的问题,通过调研既有成渝铁路运量构成、设备运行现状及铁路运输水平,发现成都至内江段是制约本线运输能力的关键区段;结合本线运能瓶颈、技术标准、通道衔接及城市规划等诸多影响因素,进一步对既有铁路运输能力和预测运量进行适应性分析,从而明确本项目扩能改造目标。针对既有成渝铁路历史悠久、途经中心城区的特点,从运输能力、建设规模、征拆难度、社会影响、工程投资及对既有线干扰等多个层次,系统对比分析单线扩能、增建第二线和新辟通道建设新线三大系列方案。得到如下主要结论:(1)既有单线扩能无法满足成渝铁路运输需求;(2)增建第二线和新辟通道新建单线扩能基本可以满足本线运输需求,但需要长期高负荷使用既有线,存在既有线服务年限的不确定性;(3)新辟通道新建双线和新建单线预留复线均可以满足运输需要,而后者项目建设初期节省投资约46.71亿元,故推荐采用新建单线预留复线的建设方案。 Chengdu-Chongqing Railway is an important part of the new land-sea passage in the west,and the freight density from this line to Qinzhou Port is developing rapidly.In order to solve the problem that it is difficult for the transportation capacity of existing lines to undertake the task of transporting large quantities of goods continuously and efficiently,it is concluded that the Chengdu-Neijiang section is the key section that restricts the transportation capacity of the line through investigation of the existing Chengdu-Chongqing Railway traffic composition,equipment operation status and railway transportation level.Combined with influencing factors such as capacity bottleneck,technical standards,corridor connection and urban planning,the adaptability of existing railway transport capacity and predicted traffic volume was further analyzed,so as to clarify the capacity expansion and transformation objectives of this project.In view of the long history of the existing Chengdu-Chongqing railway and the characteristics of passing through the central city,this paper made a comparative analysis of three series of schemes,namely,single-line capacity expansion,building a second line capacity expansion and building a new line capacity expansion with new channels,from the aspects of transportation capacity,construction scale,difficulty of requisition and demolition,social impact,project investment and interference to existing lines.The main conclusions are as follows:(1)The existing single-track capacity expansion cannot meet the transportation demand of Chengdu-Chongqing Railway.(2)The construction of the second line and the capacity expansion of the new single line can basically meet the transportation demand of this line,but it needs long-term high-load use of the existing line,and there is uncertainty in the service life of the existing line.(3)The newly-built double-track and the newly-built single-track reserved double-track can meet the transportation needs,while the latter saves about 4.671 billion yuan in initial investment,which can ensure the orderly investment of funds.The construction scheme of newly built single-track reserved double-track is recommended in this study.
