摘要
教育形式主义是一种割裂了教育管理工作的内容与形式之间的统一关系,只注重教育工作的外在工作形式和手段,却忽视了教育组织的目标使命、教育活动的本质规律和师生的实际情况等实质性内容的学校组织行为。当下我国基层学校中的教育形式主义主要有工作落实应付化、迎评迎检过场化、痕迹管理过度化、活动开展功利化四种典型表现形式。追本溯源,条块分割的教育管理体制是教育形式主义产生的制度环境;学校组织自身固有的结构特性是教育形式主义产生的组织根源;学校管理者对自身行动方式的理性计算是教育形式主义产生的认知根源。对教育形式主义的治理不能仅仅依靠行政化减负手段,必须从深化教育管理体制改革、加快现代学校制度建设、优化学校考核评价体系等方面入手,形成一种多层次、多方向的系统性治理方案。
Educational formalism is a school organizational behavior that severs the unity between the content and form of educational management,focusing solely on external work forms and means while neglecting the substantive cont-ent such as the goals of educational organizations,the essential laws of educational activities,and the actual situations of teachers and students.In China's schools,educational formalism typically manifests as perfunctory work implementation,ceremonial preparation for evaluations and inspections,excessive emphasis on documentation,and utilitarian activities.The root causes include a segmented educational management system that creates a conducive institutional environment for for-malism,inherent structural characteristics of school organizations that serve as organizational roots,and rational calcula-tions in the actions of school managers that are cognitive origins.Addressing educational formalism requires more than ad-ministrative measures to reduce burdens;it demands systemic reforms in educational management,accelerated construction of modern school systems,and optimized school assessment and evaluation systems,forming a multi-level and multi-direc-tional governance approach.
