政策工具视角下我国小学科学教育政策发展与审思——基于改革开放以来的32份政策文本分析

摘要 基于政策工具视角,构建“政策工具-政策内容-政策时间”三维分析框架,使用NVivo 14软件,对改革开放以来的32份小学科学教育政策文本编码后进行量化分析,发现:改革开放以来,我国小学科学教育政策趋向多元化、高质量发展,政策内容与政策工具分布失衡、匹配欠佳。基于此,提出小学科学教育政策的优化建议:优化政策文件中对于政策工具的综合使用,实现小学科学教育政策内容的全面化供给,政策制定时合理匹配政策工具与政策内容。 This study constructs a three-dimensional analytical framework of"policy tools-policy content-policy time-line"from the perspective of policy tools.Using NVivo14 software,it quantitatively analyzes 32 primary science education policy texts issued since China's reform and opening-up.The analysis reveals that while the policies have become more di-versified and higher in quality,there is an imbalance in the distribution of policy tools and content,with poor alignment between them.Based on these findings,the study proposes recommendations to optimize primary science education poli-cies,including enhancing the integrated use of policy tools in policy documents,achieving holistic coverage of primary sci-ence education policy content,and reasonably matching policy tools with policy content during the policy-making process.
