摘要
为提升应急物流服务供应链协同能力,分析应急物流服务供应链协同的关键影响因素,构建应急物流服务供应链协同影响因素结构层次模型,提出针对性政策建议,为推动国家应急管理体系和能力现代化提供决策支持。运用扎根理论筛选应急物流服务供应链协同关键影响因素,运用决策与实验室方法和解释结构模型组合方法开展影响因素分析,分析各影响因素之间的关联,确定影响因素层级。结果表明,物资需求预测能力等6个影响因素位于结构层次模型第一层,为直接影响因素;应急机制完善程度等10个影响因素位于第二层和第三层,为中间影响因素,通过影响直接因素间接对应急物流服务供应链协同产生影响;责任与风险明确程度和物流服务供应商准入机制2个影响因素是深层影响因素,对应急物流服务供应链协同产生根本影响。根据研究结果,文章从建立供应商准入机制、推进应急物流技术数智化升级、提升应急物资“最后一公里”配送效率等角度提出具体协同能力提升对策。
To enhance the collaborative capability of emergency logistics service supply chains,this paper analyzes the key influencing factors affecting such collaboration and constructs a hierarchical structural model of these factors.Targeted policy recommendations are proposed to support the modernization of the national emergency management system and capabilities.The grounded theory is employed to identify key influencing factors,while a combined method of decision-making trial and evaluation laboratory(DEMATEL)and interpretive structural modeling(ISM)is used to analyze the interrelationships and determine the hierarchical structure of the influencing factors.The results indicate that six factors—such as materials demand forecasting capability—are positioned at the first level of the model as direct influencing factors.Ten factors,including the soundness of emergency response mechanisms,are located at the second and third levels,serving as intermediate factors that indirectly influence collaboration through direct factors.Two deep-rooted factors—namely,the clarity of responsibility and risk,and the supplier access mechanism—exert fundamental impacts on emergency logistics service supply chain collaboration.Based on these findings,the psper proposes concrete strategies for improving collaborative capabilities,including establishing supplier access mechanisms,promoting the intelligent upgrading of emergency logistics technologies,and enhancing the last-mile delivery efficiency of emergency supplies.
