面向中国式现代化:我国高技能人才培养政策的渐进主义分析

摘要 高技能人才培养政策通过推动技术创新、促进产教融合、深化现代职业教育体系改革,为中国式现代化提供人才保障与技能支撑。基于渐进主义视角,在迈向现代化进程中,高技能人才培养政策呈现出连续性渐进变迁特征,历经制度探索、规模扩张、质量提升阶段,正朝向内涵式高质量发展跃进。该政策变迁受政治、经济、社会等多方面因素共同作用,其更迭逻辑体现为按部就班的战略定力、稳中求变的创新张力与积小成大的效能转化。基于该渐进逻辑,未来高技能人才培养政策的调适与完善,需坚持双重目标导向,合理把握决策时空,鼓励多元主体参与,以规避路径依赖带来的消极影响。 The high-skilled talents cultivation policies provide talent guarantee and skill support for Chinese modernization by promoting technological innovation,promoting the integration between industry and education,and deepening the reform of modern vocational education system.Based on the perspective of incrementalism,in the process of modernization,the policies of cultivating high-skilled talents have showed the characteristics of continuous and gradual changes,progressing through stages such as institutional exploration,scale expansion,and quality improvement,and now advancing toward connotative,high-quality development.The evolution of these policies has been shaped by a combination of political,economic and social factors.Its underlying logic reflects a strategic resolve to proceed step by step,an innovative dynamism that seeks progress while maintaining stability,and an efficacy-driven approach that accumulates incremental gains into transformative outcomes.Based on this,the adjustment and improvement of the future high-skilled talents cultivation policies should adhere to a dual goal orientation,reasonably grasp the decision-making time and space,and encourage the participation of multiple subjects to avoid the negative impact of path dependence.
