摘要
为整治犬只违规饲养和流浪犬扰民等突出问题,提升犬只监管水平,奉节县依法规范养犬行为,切实做好犬只监管工作。本文介绍了奉节县养犬现状,总结了构建“全流程管控+多维度治理”监管体系的实践经验。该体系涵盖专班高位推动、多维度普法宣传、“4个1+N”免疫登记、“企业运行+乡镇监管+部门监督”流浪犬收容、病死犬只集中无害化处理以及执法监督联动,实现了犬只从出生免疫至死亡无害化处理全过程全链条闭环管理。文章分析了取得的主要成效,同时指出了当前仍存在协同管理机制不完善、工作合力不足、流浪犬问题根治难等问题,据此提出了强化协同联动、加强立体宣传、强化“督打”结合、加大财政投入、加强数字化监管等建议,以期为其他区县犬只监管提供借鉴。
In order to address the prominent issues related to non-compliant dog keeping and public disturbances caused by stray dogs,and to improve the level of supervision against dogs,dog keeping was regulated in accordance with relevant laws in Fengjie County where dogs were well managed and supervised.Here,the status of dog keeping in the county was introduced,the construction of the regulation system of“control across entire chain+multi-dimensionalgovernance”was summarized,especially its key components including a chain of commands driven by a special working team,multi-dimensional public awareness campaigns,“4 steps+N options”immunization registrationframework,a model of stray dog shelter combining“operation by enterprises+regulation at township level+supervision by authorities”,centralized rendering of dogs died of diseases,coordination between law enforcement and supervision,by which,a closed-loop management system across the entire chain from birth/immunization to postmortem rendering was formed.Key outcomes obtained therefrom were analyzed,shortcomings were found,including inadequate collaborative management mechanisms,insufficient coordination,difficulties in eradication of problems caused by stray dogs,etc.,followed by such recommendations as strengthening collaborative coordination,improving multi-dimensional public awareness supervision with enforcement increasing financial inputs,advancing digital regulation,etc.,serving as an experience for the governance against dogs in other regions.
