摘要
以H市为研究对象,深入剖析市政设施管养现状及存在问题,涵盖管养观念落后、体制机制不够健全、养护不够规范、缺乏系统性考虑,以及信息化、数字化、智慧化管理不足等方面。通过分析上海、西安、太原等城市的运行案例,总结经验与教训。在此基础上,提出解决思路及路径,包括准确把握精细化管理内涵、完善管养体制建设、落实资金保障、建立长效管理机制(包括制度化、标准化、智能化和长效性保障体系建设),旨在探索适合H市的市场化管养运行模式,提升市政设施管养效率、质量与现代化水平,推动城市管理高质量发展。
Taking H city as the research object,the current situation and existing problems of the management and maintenance of municipal facilities was deeply analyzed in this paper,including the backward concept of management and maintenance,the imperfect system and mechanism,the insufficient standardized maintenance,the lack of systematic consideration,and the lack of informatization,digitization and intelligent management.The experience and lessons were summarized by analyzing the operation cases in Shanghai,Xi'an,Taiyuan and other cities.On this basis,the solutions and paths were proposed,including accurately grasping the connotation of refined management,improving the management and maintenance system,implementing capital,and establishing a long-term management mechanism(including institutionalization,standardization,intelligence,and long-term security system),aiming to explore a market-oriented management and maintenance operation mode suitable for H City,improve the efficiency,quality,and modernization of maintenance and management of municipal facilities,and promote the high-quality development of urban management.
