摘要
“放管服”改革能否促进优质中小企业成长值得深入研究。本研究基于2015—2022年城市面板数据,构建“放管服”改革指标进行实证分析。研究发现“放管服”改革对推动优质中小企业培育具有积极作用,且有利于优质中小企业梯度培育。更进一步的分析表明,营商环境在“放管服”改革促进优质中小企业培育过程中发挥中介作用。以上实证结果为“放管服”改革在激发市场主体活力方面提供了有力的微观证据,凸显了其在深化经济体制改革、培育优质中小企业梯队过程中的重要价值。
Whether the"delegating-regulation-service"reform can foster the growth of high-quality small and medium enterprises(SMEs)warrants in-depth investigation.This study constructs an indicator system to measure the"delegating-regulation-service"reform and conducts empirical analysis based on city-level panel data from 2015 to 2022.The research findings reveal that this reform significantly promotes the cultivation of high-quality SMEs and facilitates their development across a structured gradient.Further analysis demonstrates that the business environment plays a mediating role in the process through which the"delegating-regulation-service"reform enhances the cultivation of high-quality SMEs.The empirical results provide robust micro-level evidence that the reform stimulates the vitality of market entities,underscoring its significant value in deepening the reform of the economic system and nurturing echelons of high-quality SMEs.
