摘要
新乡贤是助推乡村有效治理,推进基层治理体系和治理能力现代化的关键内生性力量。基于“结构—过程—功能”三维分析框架发现,新乡贤参与乡村治理过程中存在组织边界模糊与权责失衡、制度悬浮与参与效能衰减、精英化倾向与公共性缺失等结构性、过程性与功能性现实难题。为此,需要从探索法律与权责清单限权赋能的体系性协同、推动协商规则流程再造与数字技术平台搭建、迈向监督体系完善与共同体培育的双轮驱动三大维度协同发力,稳步提升新乡贤参与乡村治理的实践效能。
New rural sages are the key endogenous force to promote effective rural governance and advance the modernization of grassroots governance systems and capabilities.Based on the three-dimensional analysis framework of“structure-process-function”,it is found that in the process of new rural elites’participation in rural governance,there are structural,process and functional practical problems such as blurred organizational boundaries and imbalance of rights and responsibilities,system suspension and participation efficiency decline,elitism tendency and lack of public nature.Therefore,it is necessary to make concerted efforts from three dimensions:exploring systematic coordination of laws and empowerment through the limitation of power and responsibility lists,promoting the reengineering of negotiation rules and processes and the construction of digital technology platforms,and moving towards the dual-driven improvement of supervision systems and community cultivation so as to steadily enhance the practical effectiveness of new rural notables'participation in rural governance.
