摘要
在科技发展日新月异的新时代,金融科技视域下地方金融监管面临新的机遇与挑战,地方金融监管法治体系建设路径亟待探索。当下地方金融监管法治体系顶层设计不完善、风险防范机制薄弱、包容性监管不足等境况,制约了地方金融监管法治体系建设的进一步发展。据此可借鉴域外金融监管体系建设思路,挖掘我国金融监管体系建设优势,把握地方金融监管体系建设特点,有的放矢地从构建多元化地方金融监管体系、发展金融风险防范科技、完善地方金融监管法律机制、均衡地方金融监管资源等策略入手,打通金融科技视域下地方金融监管法治体系建设进路。
In the new era of rapid technological development,local financial regulation from the perspective of fintech is confronted with new opportunities and challenges,and and the path to the construction of the legal system of local financial supervision needs to be explored urgently.The current situations such as imperfect top-level design of the local financial supervision legal system,weak risk prevention mechanisms,and insufficient inclusive supervision,have restricted the further development of the construction of the local financial supervision legal system.Based on this,we can learn from the ideas of the construction of the extraterritorial financial supervision system,explore the advantages of my country’s financial supervision system construction,grasp the characteristics of the construction of the local financial supervision system,and start with targeted strategies such as building a diversified local financial supervision system,developing financial risk prevention technology,improving local financial supervision legal mechanisms,and balancing local financial supervision resources to open up the approach to the construction of the local financial supervision legal system from the perspective of financial technology.
