摘要
在世界范围内,人们越来越认识到,只有确保老年人得到足够的关注,才能更好地适应人口老龄化。从某种意义上说,现代经济和未来经济就是银发经济。到目前为止,发达国家已经成为银发经济体。中国的银发经济尚处于起步阶段,其发展严重滞后于老龄人口的快速增长和老龄消费群体的巨大需求。既要增长又要养老,成为上海的现实选择,这要求上海寻求一种更加多元的应对银发社会的制度框架和政策体系。上海应通过制度化寻求养老的终极之路,加快养老服务的相关市场开放,把握消费模式转变机遇,积极打造银发经济产业集群,通过技术进步提升银发经济的发展水平,构建多元共治的社会经济支持体系。
Population is the fate of a country.In the world,people are increasingly realizing that only by ensuring that the elderly have sufficient support and attention in order to better adapt to the aging of the population.In a sense,the modern economy and future economy are silver economies.So far,developed countries have become silver economies.China's silver economy is still in its early stages,and its development is seriously lagging behind the rapid growth of the elderly population and the huge demand of the elderly consumer group.Both growth and retirement have become a realistic choice for Shanghai.The realistic choice for Shanghai is to seek a more diverse institutional framework and policy system.Shanghai should seek the ultimate path of elderly care through institutionalization,accelerate the opening of relevant markets for elderly care services,seize the opportunities of the transformation of consumer models,actively build the silver industry cluster,improve the level of support for the silver economy through technological progress,and build a social and economic support system for diversify governance.
