国际锂电池运输标准比较与中国监管政策优化研究 被引量:1

摘要 目的对比分析锂电池在多式联运场景下的国内外现行标准及我国3C认证制度,提出中国锂电池运输监管政策的优化建议,以提升跨境运输安全性和效率,增强产业国际竞争力。方法采用文献研究法,收集和分析国际民航组织、国际海事组织、联合国危险货物运输专家委员会等国际组织及中国、美国、欧盟等国家和地区的锂电池运输法规和标准。通过对比分析法,详细比较不同国家和国际组织在测试准入、分类标签、运输方式限制、应急响应等方面的锂电池运输标准,归纳其差异与特点。结果国际锂电池运输标准构建了以UN 38.3型式试验为“准入”条件、以30%荷电状态及分类标签为“底线”的协同监管框架。中国在抽检频次、产品全生命周期安全以及口岸证书审核方面实施了“加严”举措,但与国际多式联运文件更新节奏不同步,导致重复检测与合规成本增加。结论未来可通过统一多种运输方式的标准、建立电子化追溯平台、推动3C认证与运输合规的互认机制、完善应急响应体系等措施,进一步优化我国锂电池跨境运输监管,提升产业的国际通行能力与供应链韧性。 The work aims to conduct a comparative analysis of current domestic and international standards for lithium battery transport in multi-modal transport scenarios,with a focus on China's 3C system,so as to propose regulatory optimization strategies to improve the safety and efficiency of cross-border transport and enhance the international competitiveness of the industry.Through literature review,lithium battery transport regulations issued by international organizations such as the International Civil Aviation Organization,the International Maritime Organization,and the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods,as well as by countries and regions including China,the United States,and the European Union were collected and analyzed.Through comparative analysis,key differences in access testing,classification and labeling transport restrictions,and emergency response mechanisms were identified and summarized.The results showed that international standards formed a coordinated regulatory framework using UN 38.3 type testing as the access requirement and a 30%state of charge along with classification labels as baseline conditions.China has adopted stricter measures in sampling frequency,full product life cycle safety,and port certification review,but lacks alignment with the update pace of international multi-modal transport documents,resulting in repeated testing and increased compliance costs.To address these issues,China could enhance its regulatory framework by unifying standards across transport modes,establishing an electronic traceability platform,promoting mutual recognition between 3C certification and transport compliance,and strengthening emergency response systems,thereby improving global market access and supply chain resilience.
