摘要
促进县域科技创新与三产融合协同发展,对于县域高质量发展具有重要意义。科技创新是三产融合的助燃剂,三产融合是科技创新的催化剂、整合剂。陕西省当前三产融合发展水平有待提高,差异化发展、融合创新能力不足,县域间创新能力发展不平衡、创新资源有限,服务保障水平不高。推进陕西省县域科技创新与三产融合协同发展,要坚持党建引领,打牢组织根基;加强顶层设计,统筹发展布局;完善创新机制,追求持续发展;打造创新载体,构建创新生态;完善服务体系,优化发展环境。
Promoting the coordinated development of county-level scientific and technological innovation and the integration of the three industries primary secondary and tertiary industries is of great significance to the high-quality development of counties.Scientific and technological innovation is the accelerant for the integration of the three industries and the integration of the three industries is the cat-alyst and integrator for scientific and technological innovation.At present the development level of the integration of the three industries in Shaanxi Province needs to be improved the ability of differentiated development and integrated innovation is insufficient the development of innovation capability among counties is unbalanced innovation resources are limited and the level of service guarantee is not high.To promote the coordinated development of county-level scientific and technological innovation and the integration of the three industries in Shaanxi Province we must adhere to the leadership of Party building and lay a solid organizational foundation strengthen the top-level de-sign and coordinate the development layout improve innovation mechanisms and pursue sustainable development create innovation carriers and build an innovation ecology improve the service system and optimize the development environment.
