摘要
将“韧性”理念含融于社区治理全过程,推动社区走向“韧性治理”,成为复杂性社会风险不断衍生与加剧背景下提升社区风险抵抗力与适应力,推进基层治理体系与治理能力现代化的内生性要求与共识性选择。清单制作为我国行政体制改革深化进程中的一项重要制度创新,后逐步扩展应用至社会治理领域当中。由于自身独特的价值意涵、功能定位与运作机理,使得其在具体运行中能够有效深化治理主体的协同性、加深治理方式的融合性、增强治理行为的敏捷性、提升治理过程的系统性,固而具有较强的韧性治理基因,成为了新时代强化社区韧性治理的重要制度化路径。未来,则需要从创新清单形式、完善内容设置、激活机制保障以及强化主体认知等点位出发,加强制度建设,不断提升清单制度之于社区韧性治理的制度效用。
Integrating the concept of"resilience"into the entire process of community governance and promoting commu-nities toward"resilient governance"has become an endogenous requirement and consensual choice for enhancing commu-nity risk resistance and adaptability,as well as advancing the modernization of grassroots governance systems and capabili-ties under the backdrop of continuously emerging and intensifying complex social risks.As an important institutional inno-vation in the deepening process of China's administrative system reform,the checklist system has gradually expanded its application to the field of social governance.Owing to its unique value connotations,functional positioning,and operation-al mechanisms,the system can effectively deepen the collaboration among governance subjects,enhance the integration of governance methods,strengthen the agility of governance behaviors,and improve the systematicness of the governance pro-cess in practice.Therefore,it possesses strong genes for resilient governance and has become an important institutional path for strengthening community resilient governance in the new era.In the future,it is necessary to enhance institutional construction by innovating checklist forms,improving content setting,activating mechanism guarantees,and strengthening subject cognition,so as to continuously enhance the institutional effectiveness of the checklist system for community resil-ient governance.
