摘要
基于2023—2024年度常态化标准化管理评价数据,系统分析江西省大中型水库标准化管理实施成效。数据显示:一级达标水库数量呈逐年增加趋势,工程运行管理优良率提升至98.1%。对照江西省及水利部评价标准,深度剖析当前标准化管理体系中存在的主要问题,提出了提升工程形象品质、创新管护模式、健全标准化评价体系、强化长效运行保障机制、推进智慧水利建设、强化监督考核约束机制等建议,旨在全面提升江西省大中型水库的标准化管理水平。
Based on normalized and standardized management evaluation data in 2023-2024,this study systematically analyzes the implementation effectiveness of standardized management in medium and large-sized reservoirs in Jiangxi Province.The results demonstrate a consistent annual increase in the number of first-tier standardized reservoirs,with the excellence rate of engineering operation management reaching 98.1%.Through comparative analysis with evaluation criteria established by both Jiangxi Province and the Ministry of Water Resources,the research identifies critical challenges within the current standardized management framework.Strategic recommendations are proposed,including:enhancing engineering visualization quality,innovating maintenance management models,optimizing standardized evaluation systems,fortifying long-term operational safeguards,advancing smart water conservancy infrastructure,and strengthening regulatory oversight mechanisms.These measures aim to holistically elevate the standardized management standards for medium-and large-sized reservoirs throughout Jiangxi Province.
