摘要
随着城市建设从增量时代进入存量时代,如何统筹好做优增量与盘活存量的关系,全面提高资源配置效率,成为加快转变城市发展方式的关键。在这一过程中,处理好城市建设和城市运营两者间的关系尤为重要。基于珠三角多个市县区的实地调研情况,以G市核心区和边缘区公有、私有设施的建设、运营实践为切入点,发现当前城市发展模式转型滞后是导致城市设施运营难题的底层逻辑和根本原因。因此,城市发展思路亟须从以建设为主导转变为以运营驱动为主,特别是在城市建设阶段引入全生命周期运营理念,重构城市资源配置逻辑。研究认为,城市发展正迈入以城市运营为核心的新时代,建设跨域联合运营的城市发展模式有利于减轻城市运营压力,提高城市运营效率。
As urban development shifts from an era of incremental expansion to one of stock optimization,how to coordinate the relationship between optimizing increments and revitalizing stocks,and to comprehensively improve the efficiency of resource allocation,has become a crucial issue in transforming urban development approaches.Managing the relationship between urban construction and operation has become a key issue.Based on field investigations in several counties and districts of the Pearl River Delta and drawing on the practices of public and private facility construction and operation in both the core and peripheral areas of G city,this study finds that a delayed shift from construction-driven to operation-driven development models underlies the current challenges in urban facility management.The study advocates for a transition toward operation-driven development,particularly by integrating life-cycle operational thinking into early-stage planning and construction processes,thereby restructuring the logic of urban resource allocation.It concludes that urban development is entering a new phase centered on operation,and that developing a cross-regional model of integrated urban operation can help alleviate operational pressures and enhance overall efficiency.
