摘要
为解决大型水电站建管结合期的安全管理问题,通过实施“用数据实时发声,让违章无处藏身”的专项工作方案,强化日常监督、规范监督行为、建立通报机制、落实通报考核,形成了一套行之有效的建管结合期安全管理长效机制,取得了现场安全风险有效管控、违章违规行为明显减少、全员安全意识显著提升的安全管控成效。
To deal with the safety management issues in the construction and management integration period of large hydropower stations,a special work plan,namely"make violations exposed by real-time data notification",is implemented to strengthen routine supervision,standardize supervision behaviors,set up a notification mechanism and implement the notification-based assessment mechanism,which forms a set of effective permanent safety management mechanism in the construction and management integration period with the respected safety control effects obtained such as effective control in field safety risks,obvious decrease in violations and illegal behaviors,and notable increase in safety awareness of the staff.
