摘要
耕地撂荒问题与国家农业安全、粮食安全紧密相连,是中国式现代化进程中面临的关键问题之一。本文在深入开展理论分析,探究农机服务外包抑制耕地撂荒内在机制的基础上,利用广东省19个县(市、区)38个村的1071户水稻种植户的调查数据,运用内生转换模型,系统分析农机服务外包对耕地撂荒行为的影响效应。同时,从生产环节类型的视角出发,分析不同类型生产环节实施农机服务外包对耕地撂荒行为影响的差异性。研究发现:其一,农机服务外包对耕地撂荒行为具有显著的抑制效应,选择农机服务外包的农户比不选择农机服务外包的农户耕地撂荒率降低了16.3%。其二,不同地区的农机服务外包对农户耕地撂荒行为的影响具有差异性,粤东地区选择农机服务外包对抑制耕地撂荒行为的效果明显优于非粤东地区。进一步分析显示,水稻生产不同环节选择农机服务外包对农户耕地撂荒行为的影响具有异质性,相较于产前耕整环节,产后收割环节实施农机服务外包对农户的耕地撂荒行为的抑制作用更强。因此,应进一步促进农机服务外包市场的健康发育,着重推动与粤东类似、人地矛盾较突出的地区开展宜机化改造,并根据农业生产不同环节的实际特点,不断提升机械的适用性和可操作性。
The issue of farmland abandonment is related to national agricultural security and food security,and has now become an important issue faced by China’s modernization develop-ment.Based on the theoretical analysis of how agricultural machinery service outsourcing inhibits farmland abandonment,this paper uses the survey data of 1,071 rice growers in 38 villages of 19 counties(cities,districts)in Guangdong Province,and employs an endogenous switching model to analyze the impact of agricultural machinery service outsourcing on the behavior of farmland aban-donment;and further,from the perspective of the type of production link,analyzes the differences in the impact of different types of production links’agricultural machinery service outsourcing on the behavior of farmland abandonment.The study finds that:firstly,agricultural machinery service outsourcing has a significant inhibitory effect on the behavior of farmland abandonment,and the farmland abandonment rate for farmers who choose agricultural machinery service outsourcing is 16.3%lower than that for farmers who do not choose agricultural machinery service outsourcing.Secondly,the impact of agricultural machinery service outsourcing on farmers’farmland abandon-ment behavior varies across different regions,and the effect of choosing agricultural machinery service outsourcing in eastern Guangdong region in inhibiting the behavior of farmland abandon-ment is significantly better than that in non-eastern Guangdong regions.Further analysis shows that the impact of choosing agricultural machinery service outsourcing in different links of rice pro-duction on farmers’farmland abandonment behavior is different.Compared with the pre-production land preparation link,agricultural machinery service outsourcing in the post-production harvesting link has a stronger inhibitory effect on farmers’farmland abandonment behavior.There-fore,it is necessary to further promote the development of agricultural machinery service outsourc-ing market,focus on promoting the implementation of mechanization adaptation transformation in areas with prominent human-land contradictions similar to the eastern Guangdong region,and con-tinuously improve the applicability and operability of machinery according to the actual character-istics of different links in agricultural production.
