摘要
农村生活污水治理是乡村振兴的重要内容,是乡村治理能力现代化的重要体现。基于六安市裕安区608份实地调查问卷,建立多元有序Logit模型来分析影响农村生活污水协同治理效果的因素。结果表明,当地政府重视农村生活污水治理、各治理主体对农村生活污水治理工作的认知、各治理主体为农村生活污水治理工作投入资源、各治理主体之间的信任基础、健全信息公开机制均对协同治理效果产生显著正向影响;此外,家庭年收入也对协同治理效果具有显著正向影响。最后,从增强基层政府的核心引领能力、优化资金筹措渠道、激发农村生活污水治理的内生动力、加快推进数字赋能农村生活污水治理4个方面提出了建议。
Rural domestic sewage treatment is an important part of rural revitalization and an important embodiment of the modernization of rural governance capacity.This paper established a multivariate orderly Logit model to analyze the factors affecting the effect of collaborative treatment of rural domestic sewage based on 608 field survey questionnaires in Yu’an District,Lu’an City.The result showed that the local government attaches great importance to the treatment of rural domestic sewage,the cognition of the treatment subjects to the treatment of rural domestic sewage,the input of resources by the treatment subjects to the treatment of rural domestic sewage,the trust foundation among the treatment subjects,and the improvement of information disclosure mechanism all have significant positive effects on the collaborative treatment effect.In addition,annual household income also has a significant positive impact on the collaborative governance effect.Finally,suggestions are put forward from four aspects:strengthening the core leading ability of grassroots governments,optimizing funding channels,stimulating the endogenous power of rural domestic sewage treatment,and accelerating the digital empowerment of rural domestic sewage treatment.
