摘要
集体林权制度改革是我国农村改革的关键构成,对激发林业发展活力、推动农村经济增长意义重大。自1980年林业“三定”以来,我国集体林权制度经历了多次改革,发展至今,仍有许多问题亟待解决。本文以罗甸县为例,就集体林权制度改革的现状、存在的问题进行分析,并提出今后深化改革的一些对策与建议,以期对全面加快推进新一轮林权改革提供帮助。
The reform of collective forest tenure system is a key component of rural reform in China,which is of great significance in stimulating the vitality of forestry development and promoting rural economic growth.Since the establishment of the"Three Determinations"in forestry in 1980,China's collective forest tenure system has undergone multiple reforms,and to this day,there are still many problems that urgently need to be solved.This article takes Luodian County as an example to analyze the current situation and existing problems of the collective forest tenure system reform,and proposes some countermeasures and suggestions for deepening the reform in the future,in order to provide assistance for comprehensively accelerating the new round of forest tenure reform.
