摘要
近年来,随着我国海南自贸港的正式设立,国家对海南地区的政策支持力度持续加大,海南迎来了前所未有的发展机遇。海南自贸港凭借独特的地理位置,毗邻中国香港等经济活跃区域,展现出显著的区位优势;同时,依托自身的资源禀赋与发展特色,在国家对外开放新格局中占据重要地位。在此背景下,海南自贸港与香港地区等地区自贸港开展协同发展,不仅能实现双方在产业、贸易、金融多领域的优势互补,形成错位发展、互利共赢的良好局面,还能有效推动海南自贸港经济快速增长,提高其国际竞争力。本文通过深入分析海南自贸港与香港地区协同发展的关键意义,提出深化两地制度创新及融合、推动两地在南海海洋治理体系上的协作、进一步完善交通物流枢纽、促进两地互助合作及开放程度、积极构建两地人才交流学习机制等提升策略,旨在为两地协同发展提供理论参考与实践指引。
In recent years,with the official establishment of the Hainan Free Trade Port,the government’s policy support for the Hainan region has continued to increase,presenting unprecedented development opportunities.Leveraging its unique geographical position and proximity to economically vibrant areas like Hong Kong region,the Hainan Free Trade Port has demonstrated significant locational advantages.Additionally,by leveraging its own resource endowments and distinctive development features,the Hainan Free Trade Port occupies a crucial position in China’s new pattern of opening up.In this context,the coordinated development between the Hainan Free Trade Port and other free trade ports in regions like Hong Kong region can not only achieve complementary strengths in industries,trade,finance,and other fields—fostering diff erentiated development,mutually beneficial and win-win outcomes—but also effectively promote the rapid economic growth of the Hainan Free Trade Port and enhance its international competitiveness.This article analyzes the key significance of the coordinated development between the Hainan Free Trade Port and Hong Kong region,and proposes strategies to enhance cooperation,including deepening institutional innovation and integration,promoting collaboration in the governance of South China Sea,improving transportation and logistics hubs,fostering mutual assistance and openness,and establishing talent exchange and learning mechanisms,with the aim of providing theoretical references and practical guidance for the coordinated development of both regions.
