“制度—技术”协同驱动数据要素流动的效应研究——基于山海协作的双重差分与空间计量检验

摘要 当前我国区域经济发展差距呈现“先扩大、后收敛”的动态特征。随着“山海协作”“东数西算”等政策的实施,数据要素跨区域流动与制度协同效应逐步显现,推动区域差距进入收敛阶段。本文基于2010—2023年福建、浙江等56个县市样本,构建“制度—技术”协同驱动理论框架。双重差分模型与空间杜宾模型的实证结果显示:山海协作政策通过强化制度嵌入性与技术乘数效应的协同作用,显著提升了数据要素流动对区域协调发展的边际贡献;制度与技术协同存在双重门槛效应,当数字基础设施投入强度跨越特定阈值后,区域差距收敛速度明显加快;数据要素流动呈现显著空间溢出效应,但区域异质性突出,东部沿海地区弹性系数高于中西部地区。研究提出构建“数据要素×山海协作”政策工具箱、优化“东数西算”工程布局及差异化区域协同策略,为突破数字经济时代区域发展“倒U型”困境提供理论依据与实践参考。 At present,the disparity in China's regional economic development presents a dynamic characteristic of"initial expansion followed by convergence".With the implementation of policies such as"Mountain-Sea Collaboration"and"East Data West Computing",cross-regional fl ows of data elements and institutional synergy eff ects have gradually emerged,driving regional disparities into a phase of convergence.Based on a sample of 56 counties and cities in Fujian,Zhejiang and other regions from 2010 to 2023,this paper constructs an"institution-technology"synergy-driven theoretical framework.The empirical results from the Difference-in-Differences(DID)model and Spatial Durbin Model(SDM)show that:the Mountain-Sea Collaboration policy signifi cantly enhances the marginal contribution of data element fl ows to regional coordinated development by strengthening the synergy between institutional embeddedness and technological multiplier effects;there exists a dual threshold effect in the synergy between institutions and technology—once the investment intensity in digital infrastructure exceeds specific thresholds,the convergence speed of regional disparities accelerates significantly;data element flows exhibit significant spatial spillover effects,yet regional heterogeneity is prominent,with elasticity coeffi cients in eastern coastal areas being higher than those in central and western regions.This study proposes constructing a"Data Element×Mountain-Sea Collaboration"policy toolkit,optimizing the layout of the"East Data West Computing"project,and formulating diff erentiated regional synergy strategies,so as to provide theoretical foundations and practical references for breaking through the"inverted U-shaped"dilemma in regional development in the digital economy era.
