摘要
能源安全是国家安全体系的核心要素之一。确保能源安全,除了要发展化石能源,筑牢能源安全底线外,更要大力发展新能源,打造保障能源安全的新突破口。回顾了能源安全的理论内涵及其发展演变历程,分析并总结中国能源储量、生产与消费现状,阐述新能源产业发展现状及在保障国家能源安全的战略价值,分析中国新能源现存问题与面临的挑战,并基于此提出新能源产业的应对举措和未来发展的可行性建议。研究认为,建设以新能源为主体、化石能源托底的新型能源体系是保障国家能源安全的必由之路;新能源对化石能源的替代趋势愈发明显;未来能源生产和终端消费将加速向电气化演进;发展新能源需要应对新能源并网消纳、与新能源相适应的煤电灵活性改造、油气与新能源融合发展3项重要挑战。本文可为构建清洁低碳、安全高效的新型能源体系提供理论参考与实践路径。
Energy security is one of the core elements of a nation's security system.To ensure energy security,in addition to developing fossil fuels to solidify the foundation of energy security,it is imperative to vigorously promote the development of new energy,thereby creating new breakthroughs in safeguarding national energy security.The theoretical connotations of energy security and its evolutionary trajectory were reviewed,and the current status of China's energy reserves,production,and consumption was summarized;the development status of the new energy industry and its strategic value in ensuring national energy security were clarified,and the existing issues and challenges confronting China's new energy sector were explored.On this basis,countermeasures and feasible suggestions were proposed for the future development of the new energy industry.It is concluded that constructing a new-type energy system,with new energy as the mainstay and fossil fuels as the backup,represents the inevitable path to ensuring national energy security;the trend of new energy substituting for fossil fuels is becoming increasingly pronounced;future energy production and end-use consumption will accelerate their transition towards electrification,and the development of new energy necessitates addressing three critical challenges:the integration and consumption of new energy into the grid,the flexibility retrofitting of coal-fired power plants to adapt to new energy,and the integrated development of oil,gas,and new energy.This paper provides theoretical references and practical pathways for the establishment of a clean,low-carbon,secure,and efficient new-type energy system.
