摘要
近代以来,日本的石油供给无法跟上其日益膨胀的侵略扩张步伐,它主要通过进口石油、侵略“抢油”和协议“采油”来缓解。九一八事变前,日本觊觎中国东北的石油资源特别是页岩油,并建成抚顺制油工厂。日本对抚顺页岩油资源的侵占引起中国方面的注意,国民政府虽逐级同日本进行交涉,据理力争,由于日本采取多种方式应对,国民政府并无有效反制手段。九一八事变后,抚顺的页岩油也随同整个东北主权的丧失而沦为日本的囊中之物。伪满时期,日本制定了野心勃勃的掠夺东北石油的计划,扩建了抚顺的西制油厂和东制油厂,并建立桦甸页岩干馏制油工厂。日本大肆掠夺中国东北页岩油的活动随着日本战败投降而彻底终结。日本对中国东北页岩油的掠夺是日本掠夺中国资源和侵略中国的一个缩影,也是日本全面侵华前的一次尝试和试探。日本将侵掠来的石油资源用以充实日本国力和助长侵华气焰。
Since modern times,Japanese oil supply has been unable to keep pace with its increasingly expansive aggression and military expansion.To alleviate this shortage,Japan primarily relied on oil imports,aggressive“oil-grabbing”through invasion,and oil extraction via negotiated agreements.Prior to the Mukden Incident,Japan had already set its sights on the petroleum resources of Northeast China,particularly shale oil,and had constructed the Fushun oil processing plant.Japanese encroachment on the Fushun shale oil resources attracted attention from the Chinese side.In response,the National Government engaged in negotiations with Japan at various levels,and argued strongly on just grounds.However,Japan employed a variety of tactics to maintain control,while the National Government lacked effective countermeasures.After the Mukden Incident,Fushun’s shale oil,along with the whole sovereignty losing over Northeast China,fell completely into Japanese hands.During the Manchukuo period,Japan devised ambitious plans to plunder Northeast China’s oil resources,expanding both the western and eastern oil processing plants in Fushun and establishing a shale oil distillation facility in Huadian.Japanese large-scale exploitation of shale oil in Northeast China came to a complete end with its defeat and surrender at the end of World WarⅡ.Japanese plundering of shale oil in Northeast China is a microcosm of Japanese plundering of Chinese resources and aggression against China.It is also Japanese attempt before the full-scale invasion of China.Japan used the plundered oil resources to enrich its national strength and fuel its aggression against China.
