摘要
近年来,未成年人犯罪现象日益突出,特别是低龄未成年人犯罪事件频发,引起了社会广泛的关注。统计数据表明,仅2020至2023年短短四年时间,全国法院共判处18周岁以下的未成年罪犯总数已超13.2万。这一屡禁不止的现象,反映出现有未成年人犯罪治理体系明显滞后,已无法适应当前未成年人犯罪的新趋势。文章分析未成年人犯罪个人、社会及法律方面的成因,提出通过加强未成年人的心理健康教育,培养健全人格;重视社会性风险纾解作用,营造安全稳定的社会环境;完善法律治理体系,守好法治最后一道防线等手段,实现新形势下未成年人犯罪的有效治理。
In recent years,juvenile delinquency has become increasingly prominent,with a frequent occurrence of crimes committed by younger minors,drawing widespread societal attention.Statistics show that in just four years from 2020 to 2023,courts nationwide have sentenced over 132,000 juvenile offenders under the age of 18.This persistent phenomenon reflects the evident lag in the existing juvenile crime governance system,which has failed to adapt to the new trends in juvenile delinquency.By analyzing the personal,social,and legal causes of juvenile delinquency,this article proposes measures to achieve effective governance of juvenile delinquency under the new circumstances,including strengthening mental health education for minors to foster sound personalities,emphasizing the role of social risk mitigation in creating a safe and stable social environment,and improving the legal governance system to uphold the rule of law as the final safeguard.
