摘要
新加坡公交服务外包制度是一种更有效率的制度生产过程,其政策核心包括合理的政企职责、市场化竞争机制、额外绩效激励机制、弹性服务费结算机制、可增可减的票价动态调整机制等。本文深入解读了新加坡公交服务外包制度的各类核心机制及其效果,面对目前深圳轨道交通大规模成网、政府财政紧约束背景下的公交补贴机制问题,在借鉴新加坡经验的基础上得到五点启示,为下阶段深圳公交补贴机制优化方向提供参考,也可为国内同类背景城市公交补贴机制的优化提供思路与借鉴。
The outsourcing system of public transportation services in Singapore is a more efficient institutional production process,and its policy core includes reasonable government and enterprise responsibilities,market-oriented competition mechanisms,additional performance incentive mechanisms,flexible service fee settlement mechanisms,and dynamic adjustment mechanisms for ticket prices that can be increased or decreased.This article provides an in-depth interpretation of the various core mechanisms and effects of Singapore's public transportation outsourcing system.In the face of the current largescale construction of Shenzhen's rail transit network and tight government financial constraints on the public transportation subsidy mechanism,five inspirations are obtained based on Singapore's experience,which can provide reference for the optimization direction of Shenzhen's public transportation subsidy mechanism in the next stage and also provide ideas and references for the optimization of public transportation subsidy mechanisms in cities with similar backgrounds in China.
