摘要
随着DeepSeek等生成式人工智能在档案领域的应用持续深入,档案智能处理与知识发现效能得到显著提升。然而,这一进程也为数据全生命周期带来隐私风险,对传统隐私保护范式构成了严峻挑战。针对DeepSeek与档案深度融合所引发的隐私问题,系统梳理了风险演化路径,深入剖析了传统控制逻辑下“隐私即控制”范式的局限性,提出以“隐私即信任”为核心进行理论范式转型,并通过引入信息受托人制度重构档案机构权责体系。基于此,构建一个融合法律规制、技术嵌入与敏捷监管的协同治理框架,为生成式人工智能时代的档案隐私保护提供理论创新与实践路径。
The application of generative artificial intelligence such as DeepSeek in the field of archives has been continuously deepened,significantly enhancing the intelligent processing and knowledge discovery capabilities of archives.However,it has also brought privacy risks throughout the data life cycle,challenging the traditional privacy protection paradigm.This article focuses on the privacy issues triggered by the deep integration of DeepSeek and archives,systematically sorts out the evolution path of risks,criticizes the limitations of“privacy as control”under the traditional control logic,proposes a theoretical shift centered on“privacy as trust”,and introduces the information trustee system to reshape the rights and responsibilities system of archive institutions.On this basis,a collaborative governance framework integrating legal regulation,technological embedding and agile supervision is constructed,aiming to provide theoretical innovation and practical paths for the protection of archival privacy in the context of generative AI.
