面向乡村学校的高校图书馆阅读推广帮扶研究:基于一种松散关联型总分馆制

Study on Reading Promotion Assistance by University Libraries for Rural Schools:Based on a Loosely Coupled Main-Branch Library System

摘要 [目的/意义]在全民阅读和乡村振兴双重政策背景下,研究高校图书馆与乡村学校合作设立阅读推广分馆的意义与进路。[方法/过程]在图书馆总分馆制的学术话语体系内,引入研究生支教团作为人力资源,通过赋予其高校图书馆非编制派出馆员的身份,在高校图书馆与乡村学校图书馆(室)之间构建一种跨法人主体和行政隶属的松散关联型总分馆制,并运用组织社会学松散关联系统(loosely coupled system,LCS)理论的分析框架进行制度分析。最后讨论一个基于此总分馆制理念开展阅读推广帮扶的工作案例。[结果/结论]①探索一种高校图书馆面向乡村学校开展阅读推广帮扶的可行路径,并论证其可行性;②从环境适应、自主创新、协调成本和试错成本四个方面,论证高校—乡村学校阅读推广总分馆制的制度优势;③突破常规的总分馆结构,在组织社会学理论的分析框架下和研究层次上,扩展图书馆总分馆制度研究。 [Purpose/Significance]Under the dual policy background of nationwide reading and rural revitalization strategy,this paper examines the significance and the approaches of cooperation between university libraries and rural schools in establishing reading promotion branches.[Method/Process]Within the academic discourse of main-branch library system,this paper introduced the graduate teaching volunteers as human resources.By granting them the status of non-staff dispatched librarians of university libraries,a loosely coupled main-branch library(LCMBL)system was constructed between university libraries and rural school libraries,crossing legal entities and administrative affiliations.Subsequently,the analytical framework of the loosely coupled system(LCS)theory from organizational sociology was applied to conduct an institutional analysis of the LCMBL system.Finally,a case study on reading promotion assistance was discussed.[Result/Conclusion]It explores a feasible path for university libraries to carry out reading promotion assistance for rural schools,and demonstrated its feasibility.And it demonstrates the institutional advantages of the main-branch library system of university-rural school reading promotion assistance from four aspects:environmental adaptation,autonomous innovation,coordination cost and trial-and-error cost.This paper breaks away from the conventional main-branch library structure and extends its study under the analytical framework and research level of organizational sociology theory.
