摘要
在全球气候治理与“双碳”目标驱动下,能源企业供应链低碳转型成为关键战略议题。基于2014—2023年中国125家能源行业上市公司数据,按照证监会2012年行业分类,运用DEA-Malmquist指数分别测度供应链低碳转型效率,并利用面板Tobit模型分析其影响因素。研究发现:(1)供应链低碳转型效率因技术协同不足呈现两极分化,上游行业依托技术成熟度与规模效应领先,而中下游受制于传统路径依赖和“技术孤岛”效应导致全链条减排受阻。(2)低碳技术进步需构建长效研发机制,短期政策驱动的碎片化创新需向数字化转型深度融合的持续投入转化。(3)环境规制与市场机制存在动态博弈,环境压力催生的合规性投入与垄断结构下的技术扩散抑制形成转型矛盾体。(4)供应链纵向协同缺失暴露出基础设施与管理模式双重缺陷,能源转化与消费环节的脱节提高碳排放强度并削弱系统效率。能源企业供应链低碳转型需通过政府与企业深度协同,以差异化政策引导和技术创新双轮驱动破解低碳转型的困境。
Driven by global climate governance and the"dual carbon"goals,the low-carbon transformation of energy enterprises'supply chains has emerged as a critical strategic priority.Based on data from 125 listed companies in China's energy sector from 2014 to 2023,categorized according to the CSRC's 2012 industry classification,this study employs the DEA-Malmquist index to measure the efficiency of low-carbon supply chain transformation and utilizes a panel Tobit model to analyze its influencing factors.The findings reveal:Supply chain low-carbon transformation efficiency exhibits polarization due to insufficient technological synergy,with upstream industries leading through technological maturity and economies of scale,while midstream and downstream sectors are hindered by traditional path dependency and"technology silos",impeding emissions reduction across the entire chain.②Advancing low-carbon technology requires establishing long-term R&D mechanisms,shifting fragmented innovation driven by short-term policies toward sustained investment integrated with digital transformation.③A dynamic interplay exists between environmental regulations and market mechanisms,where compliance investments spurred by environmental pressures conflict with suppressed technology diffusion under monopolistic structures,creating a contradictory dynamic in the transformation.The lack of vertical supply chain coordination exposes dual deficiencies in infrastructure and management models;the disconnect between energy conversion and consumption increases carbon emission intensity and undermines system efficiency.Addressing the challenges of low-carbon transformation in energy enterprises'supply chains necessitates deep government-enterprise collaboration,leveraging differentiated policy guidance and technological innovation as a dual-wheel drive.
